Predictable Permitting, Policies and Legislation
A competitive operating environment requires the simplest possible legislation and smooth permitting processes. The challenges for industry currently include excessively long processing times for permit applications and the unpredictability of environmental permits.
We need efficient one-stop-shop authority and permitting processes, along with expedited and pre-defined processing times. Speeding up permitting processes under the responsibility of different administrative sectors requires sufficient resources.
All legislative measures to accelerate permit procedures must be fully implemented, and resources must be increased at all levels, including various courts. Fast-track processing should also be introduced. The right to appeal should be limited to the early stages of the permitting process, which would enhance the predictability of permit procedures.
Finland needs a shift in mindset: businesses and authorities must work together in a spirit of cooperation to advance Finland’s interests and promote projects.
